If an applicant withdraws or decides not to complete the green card process, up to and including attending the green card interview at the Consulate, the application is terminated and cannot be reinstated later. In other words, withdrawing an application is final. After a green card application is canceled, the applicant would need to begin the process again from the beginning, including repayment of all filing fees.
